F5-L5: complete language — if/else (jump table) + logical operators `&&`/`||` + 5 tests

• AtelProgramCompiler.EmitIfElse (new): if/else via jump table following the while pattern — [guard, D7→else, body_then, B0→original, body_else, RET] (guard passes → then → original flow; guard fails → else → RET). else-if → clear error (L5.1). Slots verified in test (else=baseRel+guard+D7+then; end=original entrypoint).
• Logical operators: lexer (&&/||), parser (expr := or; or := and ('||' and)*; and := comparison ('&&' comparison)*), compound EmitGuard — &&→LAND 0x02, ||→LOR 0x01.
• 5 tests: if/else round-trip (D7/B0/RET + jump table +2 + targets), else-if → clear error, &&→LAND (2 comparisons), ||→LOR, if/else+while combined.
