ATEL comparisons, arithmetic, and event editing aligned with the executable

• Fixes <=/>= emission, both operand orders, phase condition reopening, and disassembler/Bible names. Unsigned comparisons retain uint32 semantics when edited; automation and SIN arithmetic checks now use 0x16=MUL/0x17=DIV.
• Event Explorer reads only the code region, validates call boundaries, and preserves successive patches; 123 native names verified and 397 events edited/restored byte-exactly. Integration into the development checkout: JARVIS_ATEL_INTEGRATION_2026-09-20.
• Direct binary verification, semantic regressions, corpus round trips, and evidence limits: FFX_ATEL_CODEC_VALIDATION_2026-09-20. Local delivery; no publication or new gameplay validation. ### REVISION
