F5-L6: ATEL language CLI — `RuntimeTools/AtelLangLab` + offline_ci gate

• RuntimeTools/AtelLangLab/ (new): console that compiles a high-level .atel script and applies it to a monster bin — --src script.atel --monster m001.bin [--out out.bin] [--dry-run] [--worker N] [--entrypoint N] (default: PickCombatWorker/PickMainEntrypoint). Dry-run shows the diff (AiScript_Diff.Compare — Added/Modified/Removed with disassembly) without writing anything; --out applies via SpliceAiFileIntoMonsterGrow. Actionable errors (syntax/emission with line:column). sample.atel (if/else + while recipe) validated on m001 — disassembly confirms the fixed semantics (0x0B for <, swapped order in >).
• RuntimeTools/offline_ci.ps1: AtelLangLab gate (dry-run on the m001 fixture).
